No EFIS hardware - EFIS sync to "OFF" still forced on each start

Hi there, I do not yet have any EFIS hardware so I use the EFIS sync.

Each time I start CS, it forces the sync back off. How can I fix this? The setting in CONFIG does not seem to affect it.

Please note, run CS directly, do not delete any files after unzipping.
